City Completes Strategic Plan for Video Services

The City of Bloomington has announced the completion of a collaborative strategic plan for its internal, online and broadcast video services. The document provides suggestions to undertake internally and in partnership with CATS, Bloomington and Monroe County's Community Access Television Services.


"This report was crafted by our consultant, Ralf Frieser, with precision, expertise and great attention to the possibilities of the Internet age," said Rick Dietz, City Director of Information and Technology Services. "This document will serve as the foundation of City efforts in conjunction with our long-term strategic partner, CATS."


The strategic plan is a comprehensive document and is the product of numerous consultations with stakeholders. It seeks to bring City and CATS video production capabilities into the digital and online age.
"We look forward to building on our successful partnership with the City," said Michael White, Station Manager for CATS. "There are many ideas in this plan that will help us do just that."
The plan includes standardization of video codecs for internal City video production and for web video release on the City of Bloomington website, a City and CATS partnership to train City staff on video production, the updating of CATS hardware and software for video production servers, and building consistent brand identify and public awareness for CATS. The cost of the five-year plan was $16,560 and was paid for from funds set aside for telecommunications and public access media development and planning. These funds are derived from franchise fees paid to the City by local video service providers.
