Phone Call: Neighbor has three large boxer dogs that are allowed to run loose for "exercise" daily, and usually for a period after dark. Complaintant is 78 and wife is 74, both are handicapped. Dogs are making a mess of their yard, and they can't go out after dark. They've lived there forty years, and feel they deserve better.
