Web Form: Follow up to ticket #169125 These signs read as 'City of Bloomington Authorized Parking Only' with no day or time qualifications (so 24/7) and Mill parking permits may be used M-F 8-5. There is absolutely no indication that there is a time when 'City of Bloomington Authorized Parking' is not in force. Yet I'm told this lot is publicly available on nights and weekends (when, apparently, 'City of Bloomington Authorized Parking Only' isn't in effect, but it's unclear how anyone is supposed to know this since no hours are posted for that prohibition).

Staff sent a more detailed explanation of the ownership and enforcement status of the lot in question. Should further questions arise, they will be referred to the Legal department.

Hi Cory, That lot is privately owned, unlike the City Hall lot. The Bloomington Redevelopment Commission owns that lot and can bar anyone from it at any time, at the sole discretion of the Redevelopment Commission (RDC). The RDC has chosen to lease the lot to The Mill. The public does not have the unmitigated right to park in that lot, but the RDC has elected to treat it similarly to the City Hall lot outside of business hours. Because that RDC election is impermanent, and could change at any time, it is not part of the temporary signage, nor will it be. Thank you, Brian
