Hi Cory,
That lot is privately owned, unlike the City Hall lot. The Bloomington Redevelopment Commission owns that lot and can bar anyone from it at any time, at the sole discretion of the Redevelopment Commission (RDC). The RDC has chosen to lease the lot to The Mill. The public does not have the unmitigated right to park in that lot, but the RDC has elected to treat it similarly to the City Hall lot outside of business hours. Because that RDC election is impermanent, and could change at any time, it is not part of the temporary signage, nor will it be.
