As per title 20, fencing forward of the front building wall 4ft or shorter is of compliant height and is permitted up to the property line (which could include up to an adjacent sidewalk).

Good Afternoon,
We understand the frustration one may have with this ongoing situation as you work with Animal Control in regard to that complaint. However, in regard to fencing it seems that the animal control officer may not be aware of all of the information contained in our ordinance (Title 20). As per Unified Development Ordinance (UDO) Section 20.04.080(n)(2)(A), Fences and walls shall be permitted up to the property line."
