City Legal is still in the process of reviewing, but much of this is allowed under a pre-eixisting non-conforming use.
Other: There are many abandoned vehicles parked here. Many are on an unimproved surface. This seems to be a violation of unimproved surface parking, abandoning vehicles, and using the street as a junkyard. Can these vehicles be fined and removed?

Previous reports for this property ended up with Public Works because Planning cannot verify that this is in fact on private property. If it is on private property, this use is lawful non-conforming so there is nothing for Planning to enforce upon at this time. It appears it may be in ROW, we will leave that for you to determine. It seems that the City was not interested in the past in conducting our own survey to verify the ROW limits.
Joy, you may have already begun looking into this one. I just want to note as you continue, that this parcel may be lawful non-conforming for junkyard/auto-repair or similar.
