The City of Bloomington's smoking ordinances regulate smoking in public places and in places of employment. City ordinances do not prohibit smoking in private residences. Therefore, the tenants who are using nicotine in their own private residences are not violating a City ordinance.
You have indicated that the apartment building you are living might be "non-smoking," and that your landlord has been unhelpful in addressing your concerns. You may want to seek legal help in addressing the issue with your landlord, or breaking your lease early. There are several private attorneys in town who address landlord-tenant concerns that you can find on Google. If you qualify, Bloomington also has a few low-income legal assistance programs that help with landlord-tenant issues. These include Indiana Legal Services Bloomington ((812) 339-7668); District 10 Pro Bono ((812) 339-3610); and, if you are an IU student, Student Legal Services (812-855-7867).
Regarding the marijuana usage, I will pass your message onto the Bloomington Police Department. However, I encourage you to reach out to the Bloomington Police on their non-emergent line (812.339.4477), or the Ellettsville Police Department ((812) 876-2270) the next time you experience a similar issue.
