Parking on Unimproved Surface: Violation
Phone Call: Residents of the apartment complex are parking their vehicles on the east and west side of the building next to the alley. They are also parking under the balconies on the east side of the building.

I don't know that we can do anything about this. Maybe Steve Cottingham can enforce some IFC in this situation. Talked to Cottingham about this, he can do nothing. If they are blocking the alley Parking Enf. can ticket them
