To whom it may concern, I am a concerned citizen and tax payer that would like to bring up an issue and question pertaining to the road construction in Bloomington, IN. In particular, my query pertains to the construction drums/barrels that are located on State road 46/45 between North Walnut street and Ellettsville, IN. I would like to know why there has been construction drums/barrels spanning this location for 3-4 weeks now, at least, with no construction working at this location. I drive home every day around 2-3pm and have not once seen construction crew at this location working since the drums went up. There have been crew work on a light down by Kinser/46/45 the last couple of days, but if this is the case i don't see why construction barrels are running to Elletsville. These construction barrels are blocking off a whole lane of traffic causing uneeded delays in travel using one if not the busiest road in Bloomington. I understand there may be scheduling conflicts with getting road crew etc out but to block miles of road with no one working on the road for weeks/months is uncalled for and does nothing but hurt the people that travel the road which consequently are the same people that paid for it. I don't think its unreasonable for an explanation. I don't understand why you would inconvenience people and shut down half the road for miles when quiet literally no one is working on the road. It seems a better solution would be to keep the road free until you are ready to start working on it, then place the drums. People REPEATEDLY drive up Washington between 10th and 12th going the wrong direction (it is a one-way street going south). The problem has increased this summer. I see at least one driver a day. Is there any way to mark the one-way nature of the street better? There is no obvious signage.

On the corner of Moore's Pike and SR 446 is a flashing lite--yellow on 446 and red on Moore's Pike. I nearly caused an accident: I stopped while eastbound on Moore's Pk and then entered the intersection to turn left while a car was coming south 446 at full speed. I know the intersection well, but forgot that 446 has right of way & I thought 446 traffic had to stop. Please, please, please remind the drivers that "Cross traffic doesn't stop." Place flashing signs on the light and on a street sign proximal to the light. I was with my mom and talking, but not texting or fiddling with the radio. Please increase the sign warnings. My husband also once almost forgot. It's dangerous!!!!

Timing of left turn traffic light allows cars turning left onto south college off of 3rd at bypass to totally block cars heading east at 3rd and bypass sometimes or entire signal cycle. The backup is traffic light at east land plaza near Fazolis.Many cars honk, Veer into other traffic lanes, dangerous "adjustments"yelling etc.

On East 17th Street in front of the Devault Alumni Center (1000 E 17th St) there is a well-used pedestrian crosswalk. The white stripes are faded and at the crest of a hill, which makes them difficult for cars to see. A sign in the center of the roadway to highlight where the crosswalk is would be more eye-catching and will help drivers notice the crosswalk. The crosswalk is also right across from a bus stop, so this causes further confusion for drivers, who may be unsure if people are waiting for the bus or getting ready to cross. If a new island type sign was erected and the bus stop was moved 40-50 feet east of the crosswalk, I believe it would make this area much safer for pedestrians and drivers.
