Returned home late from the hospital and found water flowing across the sidewalk between our house & neighbors’, near the water shutoff & sewer cover.

Contractors for AT&T performing fiber installation severed the water main to my residence this afternoon and preformed a repair. Could the city test my water and assess the cost of excess water usage from today?
I have no running water
Water is not cold - it is warm or hot.
My water meter shows that I may have a leak. I would like someone to come and see if it is between my house and the meter or the meter and the road.
Question: why do my house plumbing leaks occur when lots of people leave town for vacation? This happens not every vacation, but most of the leaks in my house have occurred like today, at vacation time, or 4th of july, etc. Is it that city water pressure to my house goes up then? Do you try to regulate pressure for this vacation exodus?

I’m at the SE corner of Maxwell and Sheridan. There appears to be water pooling on east side of Sheridan near the western entrance to my driveway. I noticed ice here a few times last winter but thought it was just frozen road runoff and it wasn’t super cold last year so ice build-up wasn’t significant. But it’s been well below freezing and there shouldn’t be standing water. I didn’t observe anything like this in the spring, summer or fall. I assume there’s a small water line leak underground, perhaps underneath the road. The road is cracked along the edge so there may be some freeze/thaw going on. It doesn’t seem to be an emergency — the flow seems pretty minimal but it does generate some ice south of the wet area when below freezing. I wanted to report this now that I realize what is going on. I placed a stake with orange flagging tape in the area where it seems like water is coming to the surface. Thanks for looking into this. We had the water meter turned off due to a line break. Our plumber tells us the meter itself is shatter and will need to be replaced.
