Following up on Case #214455 After speaking to Iris last Friday, who suggested I also file this report with INDOT using their INDOT 4 U system due to the complicated nature of the roads related to this issue, I did so on 9/25/26. I'm attaching here a screenshot of the quick response I received, also on 9/25/26, from Lisa Wisely, Customer Satisfaction Manager. Case 01312208 is now considered 'resolved' through INDOT. On multiple Sundays (most recently 9/20/2026), we have seen two gentlemen directing traffic, and obstructing the public right of way, in two places. This occurs just outside of City Church for All Nations' Russell Road campus located at: 1200 N Russell Rd, Bloomington, IN 47408- most specifically two intersections on N Russell Lane and 10th Street. The trucks of these two men have 'Indiana Security' logos; one truck logo is highlighted on the attached photo. The photos also show the attire these gentlemen wear. In addition, we have seen someone directing traffic further down at 10th Street/Smith Road. This individual seems to be operating in a more official capacity. Iris from your Engineering Department was so helpful today, indicating that the roads of concern are under the jurisdiction of the Monroe County Highway Department. Will you please share our safety concerns internally and work with Monroe County? Are these folks following the proper rules and procedures for this important undertaking? As everyone's safety is affected, we want to do our part to make sure these men have the correct authority, with training and paperwork in order. Thank you for your time!

The amount of vehicles constantly parked blocking the corner, causing difficult access for school busses, causing traffic issues around the corner with cars flying through is insane. This corner could benefit from a no parking sign. W Wylie is already a narrow enough street. Often the vehicles are immobile and just stagnant on the street. Thank you ~ Concerned & irritated neighbors

This ticket is so I can attach more photos in support of Service Request ID: 214051. This picture is taken with me driving East on Wylie towards Henderson. As you can see, there is barely enough room for me to get my small Prius through less than one car length from the crosswalk.

Road was torn up for a sewage/utility repair roughly 1.5 months ago and was never properly repaved/restored. Mud is encroaching into yards, several people have slipped in the mud due to its close proximity to the mailboxes. Some cannot park close to their homes, one cannot get to the next road, they have to turn around and go to the opposite end of the street to get to the next block. The landlord is a slumlord who keeps the neighborhood roads a wreck but THIS situation has gone on too long!
