The citizen at 416 W. 11th Street uses the parking lot behind his building. His access is a East/West alley off of Rogers Street. There is an evergreen tree that blocks the line of sight for those pulling out of this alley trying to go South on Rogers Street. You have to pull partially into the northbound lane on Rogers to see around the tree. The tree also impedes pedestrian traffic along the sidewalk. The tree is behind the sidewalk. There is a stone pillar on the northwest corner that has high grass/flowers surrounding it. If you are approaching the 4-way stop going eastbound on Grimes Lane. You cannot see if someone is going southbound on Henderson Street. This is a 4-way stop but she was hit when someone ran the stop sign going southbound. She could not see them approach the intersection until she was halfway into it.

Regina stopped by Public Works and stated that someone came in to appeal a parking ticket because the 2 hour parking sign was obscured by low hanging limb on the east side of the 400 Block of North Walnut.
