Overgrown/unkempt flower bed on city sidewalk between Papa John's and Topos on Walnut St.

There is a car in the drive with 2014 tags that has not been moved since 2014. We have our house on the market and believe this eyesore may be affecting our ability to sell our house.Could the city do something about this house?
