This neighbor continuously has pans of food on the ground. Sometimes it is birdseed, but it is currently cat food and has also been cheetoh balls. Walking by, we have witnessed many animals, other than birds and most often NOT birds, eating out of these pans. So many deer, groundhogs, raccoons, skunks, cats. I am not looking for someone to necessarily get a fine, but I do know they’re aware of the deer feeding ordinance, but they have continued to do so so more education seems necessary about the harmful effects of this practice. There are pans in the front of the yard and also around back behind their garden. The dead grass all over the yard makes it a parent how much feeding has occurred over the years.

Our neighbors at 2400 s Madison often leave their dog outside all day, and it barks nonstop. It often gets out of it's fenced yard and aggressively corners people walking the neighborhood and lunges at other dogs on leash and people. I have called a live complaint to animal control recently, and my wife has in the past, but most recently the owners took the dog in their car, drove around the corner, and waited for animal control to leave and then came back, at which point the dog was immediately wandering around the neighborhood while they were inside ignoring it for several hours. The owners are clearly negligent and have not made any effort to protect others or this dog in situations where he is being aggressive and they have been asked to intervene directly and even become irate claiming the dog "has the right to" the neighborhood. Today I am writing this complaint because the dog has been outside barking every few seconds for the past 8 hours, and for the middle of the day was free and roaming the surrounding intersection. I do not see a car at my neighbors home and am not even sure if they are there.

The neighbors dog is consistently outside unattended and is aggressive towards the occupants at 5008 Harvest Ct. There have been several close calls with the dog attempting to bite. To establish a record I am asking for assistance. The latest incident was today (9/6/2023) at approximately 8:26. The driver, Jordy Wittmer, provided a video to me of which the attached picture was taken. I am the owner of the home at 5008 and Mr. Wittmer is one of my tenets. On August 18th at around 8:15pm, two female puppies at Rev Earnest D. Butler Park were roaming free without a collar. The two dogs then followed my dog and I back to my home. I then loaded the dogs in my car and drove back to the park area and surrounding streets in hopes of finding someone looking for two lost dogs, but I found no one. I then went to the Bloomington " Animal lost and found" Facebook page and discovered that these dogs were found loose on August 1st, 2023, and returned to the owner (no name provided on the post). I then posted about the found dogs on the facebook page last night, to which the alleged owner, Nicole Lynn Davis, replied the following day around 11am and requested I call her immediately so that she can retrieve them. I have contacted the owner, but she has yet to reply. The phone number she provided is 812-509-4809. Assuming the owner respondes, I am concerned that I will be returning these dogs back into the hands of neglectful and irresponsible owners. These dogs are afraid to leave my side and seemed very relieved upon allowing them into my home.

Hello we are having a serious problem with our neighbor across the street leaving their down off leash , as well as not putting their dog on a runner lead. Which stops the dog from going into other people yards. Our dog has almost gotten hurt because their dog runs into our yard and she gets tangled up on her leash and it has caused her to cry in pain . Last night when we asked our neighbors to come get their dog so we can bring our dog out to go the bathroom we were ignored and they refused to get their dog . This is escalated to almost a physical altercation. I will like to file a complaint and have someone come out because this is against the law and I don’t want anyone to get hurt .

The property is so unkempt and weeds so long that various animals are now hiding in the weeds very close to the walkway. Including a stray cat that is aggressive and dedicating/urinating on lawns! (NOT the Persian cat that sits on the front porch of the White House across the street).
