It's recycling day tomorrow and none of the cardboard that is leaning up against this house has been broken down to put in containers. HAND came out last week and said they would monitor the situation. This cardboard isn't going anywhere, it's been here for a month. Doesn't this violate city policy?

The result is that many recycling bins are left unemptied by the garbage workers, and then they remain sitting on the street for weeks and nothing is ever done. New renters. They have a huge stack of cardboard outside by recycling containers and overflowing recycling containers that they do not put on the curb on recycling day. Their recycling is blowing all over the neighborhood.
