Over the past several weeks (months?), it seems that more often than not the access control arms to the Morton St. parking garage have been open allowing free parking. This is great for those who don't have a permit, but it feels a little unfair to those of us who have a permit and continue to pay for parking. What's going on, how much longer is this anticipated to continue, and is there any recourse for permit holders? Thanks!

Parking Meter not working. Meter number 7671, in front of Chicos on M Walnut, last spot before the intersection with Kurkwood is not working. I put 2 quarters in and it did not register any time whatsoever. I'm only here for a half hour guitar lesson, so I am not about to try my debit card, but I don't want to be ticketed.
Parking Meter at the NE corner of Walnut and Kirkwood is not operating correctly. On 10/25, around 3:00 pm, additional time does not register when I added more coins. I put in 25 cents past an hour and the time did not change. Later, around 4:00 pm, I returned and added another 25 cents, and still the additional time did not register.
Meter broken. Gave 10 min for $1, card slot blocked/vandalized.
My sister has lived in Bloomington, near campus, for 30 years. I drive down from NWIndiana several times a year to visit her. The last time, in April, I received 2 parking tickets for parking in front of her house with an expired parking pass. Turns out, she never received the 2017 pass she paid for and thought the 2016 on her fridge WAS the 2017 pass. So now I'm out $40 (and I'm currently unemployed) and she's out whatever money she paid for the pass. I tried to appeal the tickets and they were DENIED. This is ridiculous. I am not a teenager or college student trying to pull a fast one. This was an honest mistake and I don't believe I should be charged. I no longer feel welcome by the city of Bloomington.

Elevator is out of service at Walnut Street garage.
Parking meters on the east side of the street are installed backwards requiring the user to stand in the street to operate them.
