There is a stormwater runoff ditch between our house (901 W 11th St) and the neighboring house, 827 W 11th St. I've noticed that after a rainfall, the stormwater that collects in the ditch looks blackish in color, and there is a strong odor of sewage coming from it.
I'm wondering if there is a leak from the sanitary sewer somewhere in the neighborhood, that is spilling into the stormwater sewer.

A number of neighbors on our street have noticed the storm drains at 806 & 809 S. Stull appear to be clogged. We can see the stagnant water through the grate and it is above the culvert pipe and is just standing there. Please see attached photo. We are concerned about mosquito breeding and drain overflow into the street during heavy rain. Please send someone out to fix the situation. Many Thanks!

Bicycling on Howe, I was struck by the fact that both storm sewer grates appear to be obstructed by yard waste, which will become an issue when we get our spring rains before the thaw.
I suspect that this is not an isolated experience.

The city has come out and measured several times for a culvert to be installed in front of my driveway. The problem is that the street is higher than my driveway and this house is at the bottom of a hill. When it rains all the debris from the street and houses above me come into my driveway. There is so much water that my basement can flood and the water level can easily reach several feet deep. I have at the moment blocks of stones in front of my driveway so that the debris and water keeps going down Mitchel street instead of blocking the small drainage grates that are in driveway.

We are expecting several storms this week. Last time we experienced heavy storms, the storm drains around our building were blocked and heavy flooding occurred. Matt Frey asked me to contact someone and ask if our storm drains could please be checked for blockage asap so we do not experience flooding this week.

I do not know if this is a problem, but Longfei restaurant is dumping various kinds of restaurant waste and wastewater into the storm drain in the alley between Longfei and Trinity church. The drain is clearly labeled "no waste", but they are indifferent to this.

A storm sewer lid has slid off the pipe that it was covering, leaving it open far enough that a dog or child could fall in. It is located adjacent to the bike path along the east side of Sare Road where the path drops down close to Jackson Creek.

We had our basement flood (wet carpet in half the basement) on January 20, 2017 without any previous sign of leakage on that side of the house. The source of the water is unclear, but I'm wondering if the home (built ca. 1973) has a footer drain connected to the storm drain. Kevin Potter is coming out to inspect for structural damage at 2 pm today (1/25/17)
The city storm drain was updated within the past two years with the new pipe starting at the down-slope corner of our property. The neighbor two houses up-slope from us discharges a lot of water from his property and had excavation work done near the end of his french drain on the 18th or 19th. Part of this work involved off and onloading a sizeable backhoe in front of our driveway near where the old and new drain pipe would be joined. I'm not sure what work the neighbor had done. In addition to his drainage, the neighbor immediately down slope from us was also draining his pool into the storm drain on what had been a very rainy week.
Is it possible to send a city employee out to see whether some combination of these activities has caused the drainage system to fail or otherwise backflow into our house? Thanks!
