Several months ago I almost had an accident while going west on 3rd St. and turning left on College. I did not see a car coming east on 3rd St. Last week I was going east on 3rd and was coming up from the overpass and I understood why I previously did not see the car I almost hit. The slope of the street and the plant pots obstruct seeing cars. You might consider removing the pots to allow for a better view in both directions.

The barricades set up on Rockport Road at the intersection of Roger's Street and Rockport Road are creating a dangerous situation. Specifically, the barricade in the lane for Rockport approaching Rogers requires traffic to drive in to oncoming traffic. This particular barricade doesn't seem to serve any purpose, as it is only visible to traffic traveling on Rockport towards Rogers street, the opposite direction of the Tapp/Rockport intersection.

I would like to suggest that 2 speed bumps be installed on S Jackson St between 3rd St and 4th St. Drivers use this route as a shortcut when traveling east-west on W Kirkwood and W 3rd. They avoid the light at Kirkwood and Rogers to save time by driving fast on S Jackson St. The drivers usually speed along S Jackson St, making for a dangerous situation. At least, a study of traffic patterns on S Jackson should be conducted.

There is not a single marked ped xing on 10th Street between Walnut and Indiana. Trying to cross (as a pedestrian) during the afternoon rush hour can be very difficult. Cars are routinely exceeding the speed limit on this stretch, which makes crossing even more difficult.

I live in the apartment building on the corner of 2nd and High street. The entrance to its parking lot is from High street, very close to the corner. Any time there's a car stopped at the light the entrance is blocked, and the light is delayed for those cars, so unless you are coming in from the south, you have to wait for those cars to go, blocking traffic behind you, or go around the block. Could it be possible to paint the sign in front of the parking lot entrance that cars should not stop there for the light, but a little further from the entrance, and should not block the entrance to the lot? The Stop Ahead sign on Indiana Ave between 3rd and 4th is missing. The sign post is still there, but I noticed the sign is gone. This is right by the front steps to the Law School.

Is it possible to put a "no U-turn" sign with the left turn signal on northbound Walnut at the bypass intersection? Now that the eastbound bypass lanes have a green right turn arrow, I've seen several (and been involved in one) near misses of people in the left turn lane doing U-turns and nearly hitting those turning southbound onto Walnut with their green arrow. From about 3PM - 6 PM this intersection gets backed up sometimes all the way to Aldi. There's too much left turn traffic for just one lane. There really should be either 2 left turn lanes to help prevent traffic from blocking the entrances to multiple businesses or the light should have a left turn arrow so each car no longer has to half yield to make sure the oncoming traffic isn't going straight before they can turn. It's a hazard as well as a huge inconvenience for all drivers. I'm surprised the businesses on this section of the road don't complain daily about their parking lots being practically inaccessible.
