I live across the street from Juannita's Mexican Restaurant, located at 620 W. Kirkwood Avenue. It is a residential neighborhood with several small businesses in the area. Since Juannita's opened in August 2013, they have routed music through an exterior speaker at a significant volume. I am able to hear this music clearly in my living room and bedroom, making it difficult for me to concentrate, relax, or at times even to sleep. I have called the restaurant staff on multiple occasions asking them to keep the music down. I have sent them a written request to the same effect. I have called the police on three occasions. I've seen no long term effect.
It seems that the exterior speaker is unnecessary and in violation of Bloomington's noise ordinance, given its location in a mostly residential area. I need to be able to relax and concentrate in my own home, but at this time nothing I've done has had a lasting effect. Please let me know if there are any steps I can take through the city to ensure that my right to quiet enjoyment is respected from this point on.

This is my second official noise complaint against Juannita's Mexican Restaurant, located at 620 W. Kirkwood Ave. Bloomington, IN 47404. The restaurant staff uses outdoor speakers to play music that can be heard outside property lines--I live across the street and can hear this music in my living room and bedroom, at times clearly enough for it to disrupt my sleep. I have complained directly to Juannita's management by phone, email, and in person on several occasions, to no lasting avail.
Last May, I submitted a uReport regarding this issue and received a prompt and professional response from Jason Carnes, the Assistant Director of Small Business Relations. Mr. Carnes reached out to the Juannita's manager with a warning about the City’s noise ordinance, which seemed to be effective for a time. However, the music has recently become a problem again. I am a graduate student at IU, and dreading the prospect of facing another school year of being unable to concentrate or relax in my living space. Please let me know what further steps I can take to hold my neighbors accountable for this noise violation.

Why can't a store like Vintage Wearhouse on 4th St buy used items from local individuals and a store like Once Upon a Child can? Seems like whatever regulation governs that is incongruous.

There is very loud music coming from cars using the Exxon gas station at the corner of N Summit and W 11th st. Every night, cars park there and play very loud music for 10-15 minutes at a time. This happens almost every night, sometimes several times per night. It happens at midnight, or at 1, 2 or 3 am. The music can be heard from our bedroom and our house walls vibrate. This has become very uncomfortable as it wakes us up every time it happens. This is a noise violation since we can hear it from our home. Is there anything that can be done to stop this?

I am contacting you as well as other government officials for your assistance in correcting the unscrupulous business practices of AuthorHouse. I have evidence of this claim and have tried to make resolution to no avail.
