Light for Rogers going north only turns green if the left arrow is tripped.

The left turn arrow from northbound S. Sare Rd. for vehicles turning left onto Moore's Pike frequently cycles on for more than a minute when there are no cars turning left. It stays green even longer than the opposing left turn arrow for southbound vehicles turning east that actually had cars turning. It backs traffic up on College Mall Road significantly. I've seen this malfunction on multiple occasions.
Left turn arrow for northbound Sare Rd to westbound Moore's Pike is malfunctioning. Left turn is activated even with no turning traffic present.
Crosswalk signal displays in rotation, but pedestrian button and audible signal do not work.
The pedestrian crosswalk indicators are malfunctioning at 10th and Fee. Pedestrians, despite pressing the button for the crossing, never get the signal to cross. They then cross in the middle of traffic, putting themselves and vehicles in danger.
For north/south traffic, neither left-turn arrow works. For traffic moving west, the left turn arrow always comes on whether or not there is traffic in that lane or not. I have not noticed a problem with eastbound left turn lane but that's not to say it doesn't have a problem as well. :)

Sign is down on 10th by Hodge Hall. Sign indicates 'divided lanes'.
The Sare Rd north left turn arrow continues to malfunction. I reported this several weeks ago. Last three times thru the intersection I've witnessed the malfunction. The left turn arrow cycles green when there are no cars turning left and stays green for an entire minute, backing southbound traffic up on S. College Mall Rd. In fact, last night there were absolutely no cars in any of the three northbound lanes on Sare and the left turn arrow still cycled on for over a minute. Please advise.
