Traffic Signals

I was facing East on Indiana 45 and turning left (North) onto Kinser Pike. I didn't make the green left turn arrow and ended up in the middle of the intersection waiting to make an unprotected left. My light turned red but oncoming traffic still had a green, the oncoming turn lane got a green arrow. I was unable to clear the intersection, was unable to back up with cars behind me, and was blocking traffic from Kinser Pike when they got a green light.
This is dangerous, I had assumed that oncoming traffic also had a red and would stop (as it had been for years), I was starting to clear the intersection by making the left when I realized oncoming cars weren't stopping.
A turn lane where unprotected turns are allowed should not get a red while oncoming traffic still has a green.

The turn lights/arrows have been non-functional for months causing many close calls between pedestrians and vehicles, also causing back ups onto law lane where some people end up stopping on the railroad tracks. Please find a way to get these functional again, I'm afraid someone will be injured. Thank You

if one is heading north or south on union, the left turn signals ALWAYS go on with every cycle-- even when no cars are turning. the turn signals stay on for a long time. they should work only when a car is there to turn

The green light was burnt out for northbound traffic on Walnut Street at Miller Drive. It's the light for Walnut traffic heading south to north. The green light on the right side (furthest east) of the set of lights was out just after 8pm this evening when I passed through.

The light at the intersection of Union and 10th has a turn arrow. Last summer the turn arrow stopped working. I assumed it was due to reduced traffic from fewer students. But it's approaching a year and the arrow still does not work.
P.S. There are potholes in the left turn lane on Union, turning East onto 10th. They make that turn really rough.

The traffic light at 10th and Union needs to have its sensors checked. Starting late last week, it stopped responding to the sensors in the road. It shows green for far too long on Union, which backs up traffic unnecessarily on 10th St. (This isn't due to increased cars on 10th St, but rather due to the light's short cycle.) At night, the light will run a full cycle even if there is no traffic and will not respond to cars idling over the road sensors.
Thank you.

Traffic light at N. Union St. and E. 10th St. The light is green for N-S bound traffic on Union St. for much longer than traffic moving E-W on 10th. This is causing long and unnecessary backups on 10th St. This began a few months ago. Please look into adjusting the light timer.

Walk light at 3rd & Franklin from north to south is not working properly.
Walk light does not illuminate after pushing the button on north side of intersection.
The "don't walk hand signal" is steady and never changes to the white "human" walk signal.
The verbal cue "Please wait to cross" does engage.
I cross the intersection every day and the walk light has not worked all week - June 5 thru June 8.

Stop sign here (South Renwick, heading east) is blocked from sight by the trees. Very hard to see until you are almost in the intersection with South Hawksmoore.
