Traffic signal at 17th and Fee Lane had turn signals until this summer, especially valuable for buses. Is this something that needs to be fixed or is it a permanent change?

Sensors not functioning since Spring, 2017.
The signals are no longer synced properly. You can see the next signal turn red as yours turns green. Backwards.
North/South Fee Lane at 17th St. Left turn lanes on Fee do not trigger the turn signal.
In morning particularly, around 7:45a, the timing of the traffic signal at Walnut and Grimes often causes a backup in the northbound lanes of Walnut all the way to Hillside, due to people trying to turn west onto Grimes. Is it possible to re-time this signal? Thank you!
Left turn arrow for South Walnut onto East Grimes goes green every cycle regardless of whether or not a car is in the turn lane.
Cars speed excessively along Huntington between Hillside and Miller, as there isn't any stop sign. I would request speed bumps or a stop sign half way.
Many, many times over the last 6 months this signal has gone out or to a red blinking state. This is at the north bound on/off ramp for 37/69 and 3rd St. Given the current east-west corridor limitations, the added delays here are a frustration at best.
Pedestrian crossing buttons on pole at E 3rd & Woodscrest light inaccessible to power chair due to soft surface (mulch) between sidewalk and pole. This is a common type problem with, for example, grass surface between walk and poles at Country Club & S Rogers, or sheer dropoff between walk and button at Kinser & 46 (yeah, "tell it to the State." -- why won't you?)
