Utility Box at 1st and Walnut. Is this a new / replacement box? Or were the beautiful images painted by a visiting Cuban artist defaced ot vandalized beyond repair?

The vehicle sensors on Clarizz don't seem to be detecting correctly. I have set at that intersection, and the traffic signals take a long time to change, even if there's no traffic on 3rd Street. Wasn't sure if that is the way it is supposed to be or not.
Left turn arrow for 7th onto college does not work. Waited two green light cycles and never got a green arrow.
The traffic light at 7th and College isn’t giving westbound traffic the green arrow, and now that that intersection is “turn on green arrow only” cars are stacking up in the left turn lane with no chance to go. This evening I sat through 3 light cycles and never got the green arrow, despite the fact that there were 3-4 cars behind me. This is especially problematic at the moment because 7th is closed at Morton St, so 95% of westbound traffic on 7th needs to turn left onto College. Could this be fixed, and the resulting green arrow made long enough for 3-4 cars to get through before it turns red? Thanks!

Turn signals trigger although no cars are in turn lane.

Green arrow for right turn going from westbound 3rd st. to north bound bypass when left turn for southbound bypass to eastbound 3rd st. is out.
At SR46 and 10th St. While a train is crossing SR46 I saw two disfunctional aspects of the signaling. 1) The pedestrian crossing requests are totally ignored while the train is crossing SR46. Pedestrian signals stayed red until the train had finished crossing SR46. 2) Eastbound 10th never was given a green signal while the train was crossing SR46. There is no reason that this direction should be kept from crossing and several cars ended up crossing against a red light during the green signal for westbound 10th.
We were traveling east on 10th St. this evening, approaching the bypass on the east side. While waiting for the red light to change to green, the train gate on the bypass lowered and a train approached also from the east. When a train is crossing the bypass, the light rightly does not allow traffic through from the north, as it would soon have nowhere to go. This is good. BUT it also did not allow our lane to travel through the intersection going east! I know there is no separate right-turn signal there to stop people from turning south onto the bypass, but it is not logical to stop all traffic going east as well. And besides, the light DOES allow westbound traffic on 10th Street to BOTH continue west AND turn south onto the bypass -- even though there is a separate signal there for the south-turn lane -- and those cars then are stopped by the crossing gate. This is really illogical, and should be remedied.
