Subject: Street Light Request: W. 11th St. (Between Marathon Gas Station & N. Adams St.) Location Details: * Street: W. 11th St. * Specific Segment: Between the gas station and the N. Adams Street intersection. * Preferred Placement: The north side of W. 11th St., adjacent to the apartment complex buildings. Request Details: I am writing to formally request the installation of a new street light along this specific stretch of W. 11th Street. Currently, this section of the road and sidewalk is pitch black during non-daylight hours. There is extremely poor visibility, making it highly unsafe for pedestrians. I walk this route early in the morning and am unable to see the sidewalk ahead of me or perceive if anyone is nearby, which creates a significant safety risk. Furthermore, the lack of lighting will pose an extra hazard during the winter months, as it will be impossible to spot black ice or snow accumulation on the walkway. Improved lighting here is urgently needed to ensure basic pedestrian safety and visibility. Thank you for your time and for reviewing this request to keep our neighborhood walkways safe. Commissioner at Transportation Commission meeting on 9/28/2026 requested analysis of street lighting at the intersection of E Covenanter Dr and College Mall Rd. They complained that street lighting on the west side of the intersection is insufficient for safe pedestrian utilization of the intersection. Drivers heading north on College Mall turning left onto Covenanter, and drivers headed east from Covenanter turning right onto College Mall have a difficult time seeing pedestrians in the crosswalk at night or in low-light conditions. Currently there is a street light on the north east corner of the intersection (Location 965 S College Mall Rd, Bloomington, IN 47401 (39.1553, -86.4976)); however, the light does not appear like it was installed to illuminate the corner of the crosswalk in question. The existing light is not impacted by overgrown vegetation. In terms of follow up on this item, if there is any action staff can take on it, I would like to document staff response and the process via uReport and a staff report at a future commission meeting.
