I am manager at TRACKS. We run a IU apparel and record store at 415 E. Kirkwood Ave. Every day between 1 and 6 homeless people gather and sit on the limestone planter outside our store. It is having a negative impact on our business and I would like to know if there is any recourse to get them to move on. What are the rules on who can sit on the planter for how long?

This defacement (or is it some kind of horrid mural) I believe is on the back of the building housing Boomerang Hair downtown on the B-Line. It is in the somewhat protected section that is behind what used to be Irwin Union Bank and Le Petit Cafe, the back of Boomerang Hair etc. I am not sure if this site is on private property but I indicated that it was.

At the end of our ceremony, we would like to go outside and release paper lanterns to float off into the sky. It dawned on me that I should ensure this idea is permissible within city limits.
