Blocked Street

I live at Campus Court apartments at 2036 N Walnut Street. Behind the "F" building, there is a narrow lane connecting the parking lots, and the curb is designated as a fire lane. There are two individuals who park in the lane, every single weekday, from approximately 6pm to midnight. I have spoken to them in person and asked them not to park in the fire lane, but they return every day. The apartment management is also aware of this problem. I was hoping that the cars could be towed or cited for parking in a fire lane. Thank you!

This is probably a Utilities issue, but I cannot find a place to make a report to them (online). Recently, there is a big THICK ICE patch that develops on the street at the corner of Maxwell and Woodlawn, whenever the temp. is below freezing. It is on the east side of Woodlawn at the SE corner of that intersection. (There is a fire hydrant at that location.) Pretty sure there is water leaking from somewhere underground onto the street.

There is a curb cut on Hunter Ave, it seems have serviced a vacated alley, right behind 502. S. Hawthorne. The house owners have fence the area, so perhaps they believe they own it, but GIS sees it as an alley. I was walking down west on Hunter after dark on Sunday evening, and the shrubbery shadows the street lights. Even though I have been a neighborhood resident for 2 decades, I forgot that I had to step down when on the sidewalk, and I stumbled a bit, caught myself, but then hit the curb on the other side, and fell on the sidewalk, thus abrading my right elbow and knee. I see no reason for the curb cut, and am requesting that it be filled in. We have numerous people out at night walking dogs, taking the night air, and I can imagine a more serious accident here, especially if one is elderly (at 67, I fell pretty fit.) I do feel stupid that I was not paying attention to a hazard I have been aware of for years, but there it is. Inaccessible Parking

This past weekend, I parked my bike in the racks in front of the Trojan Horse on Kirkwood. When I came out a couple hours later, my bike was covered in bird poop. I'm assuming it's from the crows. Is there anything the city can do to help with this? Maybe something similar to what was done with the parking meters to cover them from droppings. Even a sign that suggests: "park at your own risk or you'll have a mess to clean up later" would be better than nothing.
