I am submitting this Ureport on behalf of Upland Brewing. Pete Batule of Upland Brewing contacted me on 10-5-18 to say that Upland has been experiencing significant issues with odor coming from the storm drains on the north side of 11th street directly in front of Upland's patio. The odor is having a negative impact on their patio dining customers. Here is background on the issue as provided by Mr. Batule: Upland has had ongoing issues over the last few years with odors near the patio. They installed a piece of equipment above their lift station (the Peacemaker) next to the patio to neutralize the smell coming from the lift station. It wasn’t until the Peacemaker was installed that they suspected most of the odor was coming from the storm drains. Phil Peden has done some investigation on the storm drains. He noted there is an illicit connection tying to the north side of the storm box. Phil doesn't believe it is tied to a toilet because there isn't paper in it, but perhaps is related to byproduct or a wash drain/sink coming from elsewhere. Upland has dye tested their facility and found no evidence that the connection on the north side of the storm box is connected to their facilities. The odor comes on very strong at times to the point where they have to relocate customers. They notice an increase in odor around times when it rains and storm drain activity increases. When we get a quick rain the shower downstairs backs up. I was concerned that it was an issue in my pipes but have had the drain snaked. Also I can turn on the shower and let it run for a while. It only happens when it rains and seems that it is getting worse. It's pretty nasty to clean up every time it rains. Is there anything the city can help me with on this issue?

There is a stormwater runoff ditch between our house (901 W 11th St) and the neighboring house, 827 W 11th St. I've noticed that after a rainfall, the stormwater that collects in the ditch looks blackish in color, and there is a strong odor of sewage coming from it. I'm wondering if there is a leak from the sanitary sewer somewhere in the neighborhood, that is spilling into the stormwater sewer.

There's a 5-inch pipe that has been missing its cap since April 2017. It's in the middle of the intersection at 10th x Union. Could cause an accident to cyclists and pedestrians.

The public storm sewer on the side of my house is very much overgrown. The ragweed (which I'm allergic to) is at least 4 feet high. The ditch probably needs to be cleared and widened as well. I reported the widening and talked with city about this almost 2 years ago. We have frequent flooding problems in our back yard.

We had a massive overflow of the drainage ditch next to our house after tonight's (2/20) storm. There must be some blockage at the end of the drain because water poured out of the ditch and basically covered our half of our backyard. The ditch either needs to be dug deeper and/or it needs to be cleared of debris in order to assure adequate drainage. We have photos for visual evidence but were unable to upload them through this website. Thank you for your attention to the matter.

The storm grate has been eroded around the edge and there is a large hole on the side. This should be filled in as soon as possible so that someone does not accidentally step inside and twist their leg or ankle. I noticed the hole a few days ago but it seems to have gotten bigger and bigger. Thanks!
