I am the property manager with tenants located at 111 E. 6th St. Since August 2023, I have received complaints from tenants regarding floodlights that never turn off and are located on the back side of the Tempo (formerly Village Pub) building. The floodlights are unbearably bright and are left on 24/7. The floodlights emit bright and obnoxious light into at least four of the units that I manage, as all four units have patio doors that are right across from the stained glass panel that the floodlights surround. The light from the floodlights enters all four apartments significantly, and is particularly an issue in the nighttime where the light is exceedingly intrusive. This appears to be a clear violation of Bloomington Ordinance, 20.04.090 - Outdoor lighting, which states that "Floodlights and spotlights shall be fully shielded so that the light element is not visible to an observer on any property either zoned or used for residential purposes..." I would like to request that the floodlights adhere to the ordinance and that they turn off in the evening to avoid polluting light into the units I manage.

I am a neighbor of this address. Twice in the past year, the two dogs who live at this property have been in the street and charged me and my dog. On another occasion, one of the dogs charged the property's fence and attempted to bite me by reaching *over* the fence. I have reported two of these instances to Animal Control. The last time (when the dog attempt to bite over the fence), the Animal Control officer told me that he had explained to the owners that their fence violates zoning by being too close to the sidewalk, and that the owners had expressed an intention to remove the fence in the front and keep the dogs in the back. However, I have heard, "We keep the dogs in the back" multiple times, when that is not true. The Animal Control Officer suggested that I could contact the city's zoning office, to have the fencing issue in the front yard addressed. I cannot find a way to contact Zoning specifically, so I am submitting the request here. FWIW, other people have had encounters with these dogs, though I don't know if they have reported it. Thank you.

Following up regarding the closing of ticket 1882595. The Animal Control Officer indicated that the fence was, by Zoning standards, too close to the sidewalk. (I.e., not that it wasn't tall enough.)

There are two utility lights on either side of my property that are LEDs and they are so bright they shine in mine and my neighbors windows disrupting our sleep and other activities! They need to be changed to one of the amber dimmer street lights!

I have called 2 times to get these 2 separate line of sight safety issues taken care of. Please see attached photo of the intersections of Allen Street and Bloomfield Rd.intersection. This spot has bushes/small trees/over growth ect... and need trimmed way back so this problem doesn't come right back in 30 days. Thank you in advance for taking care of this safety issue.

I have called 2 times to get these 2 separate line of sight safety issues resolved. I have also filed a previous uReport case # 172894. However nothing has been done to resolve these 2 issues. I even included photos on original uReport. So I will file another uReport. The first public safety traffic issue is at the T-intersection of Allen Street and Bloomfield Rd. as you approach Bloomfield Rd. and are looking to your right. This intersection has bushes/small trees/over growth ect... and blocks your view completely. The second issue with line of sight public safety traffic hazard is when you exit Hilltop Court Apts. 1305 West Allen St. and look to your right and again your line of sight is blocked by over growth both these areas especially the first one needs trimmed way back so this problem doesn't come right back in 30 days. I am curious as to why no one has even returned a call to my cell or emails me back with the resolution ect.. Rest assured I will continue to pursue this up the ladder until it is resolved. The line of sight leaving Switchyard Park by the police substation to exit onto Patterson is in need of some help. First, when you look to your right (east) there is an overgrowth of brush and bushes that obstruct the view. Then, when you look to your left (west) the Switchyard Park sign is in the way! This park is horrendous for traffic flow. There is not a single entrance/exit to the park that has a well planned or safe means of entering and exiting. All three of the main parking areas exit onto a busy street with no traffic signals or signs to aid in the entry or exit. Traffic backs up on Rogers, for instance, at times when one car is waiting to make a left turn into the park on southbound Rogers. This is going to only be worse when there is a concert or an event going on. What a bad design!
