Follow-up on Report #185258 – Assistance needed, please forward to Ms. Elizabeth Carter. Dear Ms. Carter, Thank you for your prompt response to case #185258. We seek your continued guidance regarding the issue outlined in the initial message. The eroded drainage-way section lies outside our rental property's limits. After discussions with all relevant property owners (1912 E Wexley Rd, 1920 E Wexley Rd and 3020 Stratford Dr), we've concluded that this affected section of the drainage-way, causing flooding, might not be on our properties. This is reinforced by utility bollards adjacent to the eroded zone, demarcated by an extra fence. Suspicions arise from recently installed storm drain pipes on E Wexley, which appear to now funnel excessive water into this drainage-way, exacerbating erosion on both sides and ultimately flooding our properties. We kindly request the City of Bloomington's experts to determine ownership of the eroded section accurately and provide expert advice, ideally from an engineer, on addressing the heightened drainage flow, which is beyond our control. On May 4th, 2022 I was taking a walk through the park when I noticed a chemical-type smell lingering near the stream that flows east to west through the middle of the park. When I went to investigate the source of the smell, I was alarmed by an opaque milky white substance contaminating the flowing stream. It also seemed to be the source of the smell. I followed the contamination upstream and traced it to a white PVC pipe that appears to originate from the Bryan Park pool facility. There was also particulate settling in the water where the pipe drains into the stream. Immediately after that I walked to the pool facility and confirmed with two city workers that the pool does indeed drain directly into the park's stream. They also told me that they were directed to power-wash the pool area and the resulting material was discharging directly into the stream via the PVC drainage pipe. Further, other city workers have confirmed with me that the pool water itself gets drained into the stream annually. I am not sure if this is legal - and if it is legal, it is certainly not environmentally sound. The material that is draining into the stream is very likely environmentally harmful.

Water is slowly but continuosly leaking from the house at 501 South Mitchell across the Eastside neighborhood pocket park into the storm water runoff ditch. The leak location is close to the house's sewer cleanout and so possibly a sewage leak.

Got a call from next door neighbor who says backyard fence is out of compliance and that they are excavating in their back yard with the intention of installing some "huge metal things" underground.The huge metal things are currently in the driveway at the location awaiting installation.

In the location of the pin above, I found where someone had dumped around a gallon of motor oil into the ditch. I used paper towels and toilet paper to clean up most of it, but a little remains. I figured you may want to look and didnt know whether you keep track of these things. Thank you.

Hello. I am currently renting a duplex unit at 1701 S Buffstone Ct. Per my landlord, the city is responsible for maintaining the ditches that line E Thornton Dr. There is a lot of debris in the ditches at the moment. When it rains a lot, the ditches fill up with water, and sometimes overflow. Can you please clean up debris from the ditches that line the cul-de-sac? With renting a property, I am not eligible to purchase flood insurance, and so I would greatly appreciate your attention to this matter. Thank you!

The creek is covered in waste that looks like lint. It has been collecting over the past few weeks. There is a drainage pipe at the bridge that looks like the source. The creek bed surface is completely covered.

I am a resident here and they are building a new development, however there is no effort to keep run off from coming from the construction drive (our driveway is often covered in mud, gravel, and concrete run-off). It has gotten so out of control that there is literally a pile of concrete run-off on a sidewalk going down Allen St towards the neighboring apartment complex (Gardens Edge). They also have concrete run-off going into our yard space in the complex where many people take their dogs and children to enjoy the outdoors.

The issue with this ongoing construction site continues. The workers on-site drove over the silt fence that was supposed to stop concrete run off and they have made no attempts to fix it. Every single time it rains, there is a build up of run off on the sidewalk that prevents water from draining properly and is contaminating the water systems with who knows what. The property has not ever disposed of it properly either (they literally just shovel it onto a tree stump instead of renting a proper disposal receptacle).
