I do not know if this is illegal or not. The condo H.O.A. is unresponsive ( Ivy Sells). The owner of this unit is Hoosier Choice Realty. This resident had a visitor that intimidated me in the past .
Cars.law.com states an unregistered vehicle in Indiana may not be located on a sidewalk. Oaklawn Park is in City limits and has rentals. Wish to remain anonymous thanks

Unit 3345 South Oaklawn Circle has a visitor who charges car with thick cord. My Son has a deformed ankle upcoming surgery.
Please ask Hoosier Choice Realty to ask renter to ask her visitor to only do this after quiet hours set by City. This is a American With Disabilities Act violation for rental units

Lazy neighbors. What a great home my teenager has. Seeing entitled white Men like this neighbor with a fat retirement from military which has created a lazy entitled self- centered person. Why not put it in your car trunk 10 feet away?????????
