Animal Control & Neglected Pets

3-4 large dogs in fenced in back yard. Dog waste accumulates and smells so bad that the neighbors can't sit outside. Complainants say they have called animal control several times. HAND has also referred 3 previous complaints to animal control with no response. JIM: Please let me know if this is something we can address (or need to, based on investigating the complaint) through BMC & Animal control or if it has to become a civil matter between the neighbors.
