Sidewalk on the north side of the road is almost grown over by the hedges and bushes

An area of new sod immediately adjacent to the sidewalk and between the sidewalk and street has collapsed (in some places to a depth of 9 inches) in such a way that it is unsafe for bicyclists or pedestrians who may veer off the sidewalk even very briefly. We believe this sod was laid after the ground was dug for installation of the fiber cable for Gigabit Now. We (University Baptist Church) are not certain of the best agency to contact about the problem, and we are hoping that you will either take care of it or direct us to the correct people to contact. Sidewalk overgrown downhill from this address
I submitted Case #180206 on June 5, but Jo Strong mistakenly closed it on June 9, saying "no sidewalk at this location. I gave the location of the owner of the sidewalk, but the sidewalk is on the south side of their property, while their driveway is on the north side. The overgrown sidewalk is on Fields Drive. Jo Strong also said, "Is address correct?", but there was no way for me to respond. Please reopen this case. I attached a photo (although it isn't showing or acknowledged), but the situation has grown worse since I took this photo.
ATT has not repaired downed utility lines since the storm several months ago. Who is responsible for making sure that ATT takes care of their lines? (I am not an ATT customer)

When the curb between the bike lane and car lane was reconstructed gaps were left in the pavement. Generally the pavement repair was not done to the standard usually expected of Bloomington roads.
The beginning of road work at E. Moore's Pike and Sare Road has created a very bad interruption to the flow of traffic. I am wondering if there would be a better way of achieving what the work is intending to achieve there. It is just too much disruption.
