I walk a lot, usually with my dog. Many, many times I have been very startled by bicyclists passing without alerting me to their presence. I often have no opportunity to get myself and my highly reactive dog out of their way. If my dog (or I) changes direction, a serious mishap could occur. What I'd appreciate is a reasonable call out ("on your left") or the use of a bell. I would say that only about 10 percent of bikers actually do this. Could the city please engage in some education regarding biking etiquette? Could we please have some signage in parks, on trails, and places where people often bicycle?

Nuisance light prevents peaceful enjoyment of our property due to glare and light trespass of unshielded light on south of this house, not facing the street, shining on our property. City selectively failing to enforce the code:
Glare. All lighting fixtures shall be installed so as not to cause glare at or beyond the property line and shall not be aimed toward traffic.
Light Trespass. All lighting fixtures shall be installed so that light trespass from any property line, except a property line abutting a public street, shall not exceed two footcandles at a point one meter beyond the property line.

Light trespass and glare. See photo, 3 meters from the property line. The nuisance light on the south side is so bright it is this visible in bright daylight on a sunny day, over a meter in from the property line. At night it exceeds the criteria for light trespass in the municipal code: ii. Light Trespass. All lighting fixtures shall be installed so that light trespass from any property line, except a property line abutting a public street, shall not exceed two footcandles at a point one meter beyond the property line. Also violated: shall be fully shielded so that the lighting element is not visible to an observer at any property line, except as stated otherwise in this Section 20.04.090 (Outdoor Lighting). ii. Unless otherwise specified, all lighting fixtures shall be full cutoff type as installed.

I live directly across from the Phi Gamma Delta fraternity house and the light on their property shines directly into my bedroom window at night and on my head where I sleep. I was hoping it could be possible to make them turn them off? There is nobody living at the house right now so I am unsure how to go about asking them myself.

Bicyclists in parks and on trails do not notify walkers that they are coming up behind them. Other countries have bells on the bikes which the bikers use to alert someone that they are coming up behind. It is startling to have someone fly by, esp when walking a dog. Dogs could dart out in the path of the bike if the walker is not aware the biker is behind them. The City needs signage in every park and on every trail to remind bikers that they need to signal their approach when coming up behind a walker, esp one with a dog/dogs.
