I submitted an erosion/drainage issue behind my house (2201 E. Autumn Dr. Bloomington IN 47401). Someone from City called and left a message for me saying that it is on private property therefore City will not take care of it. I showed it to several other folks and in their opinion, it is City's responsibility since the rainwater pipe is the one causing the damage. I am not sure if your site visitors went to the location to verify this. The rain water from the entire neighborhood comes through this pipe and ends in the creek. I am attaching a picture with this form so that you can take a look at it.If the site visitor wants to visit again, this is happening in between (the back of ) houses 2201 and 2200.

AT&T lines need to be resupported. They were sagging and a truck snagged them. It broke a power pole that Duke replaced but the AT&T lines are just temporarily tied up. The whole line is a mess from High Street east with broken poles and sagging lines.

Our ask: Please retrench or otherwise definitively fix the water issue flowing from the high side of Brooks drive (addresses: 1213 and 1215) to the low side (address 2110 east Covenanter drive).
Why: When heavy rains occur, high side water floods our yard and garden, resulting in 6 hours of work in clean up.
History: In 2017 or thereabouts, the residents of 2110 east Covenanter reached out to the city regarding the water flow issue.
At that time Phil Peden was the team lead. He showed me that the high side of Brooks had previously been trenched and there was piping under Brooks drive leading the water to Jackson Creek.
He approached the 2 families in hopes of re-trenching, as he said it was the city’s responsibility to manage the water issue, as they had previously.
Unfortunately, Phil was met with extreme resistance. To minimize neighbor impact, Phil’s team did trench some, and resolved 30% of the flow issue.
He and I had a verbal agreement that I would try efforts on the low side of Brooks to protect my property from flooding.
It seems that with the heavier rains, there remains a major issue of flooding despite years of my best attempts.
At this time, I would appreciate further attention into this matter and a sustained / definitive fix from the city.
Additionally, rocks from 1213 gravel drive continue to migrate across Brooks and deposit in my yard. I have been sweeping them back to their drive.

Dear Mr. Howard, Mr. Peden, Mr. Meyers, and Mr. Rollo,
We are the property-owners at 2017 E Marilyn Dr. abutting Mr. Howard’s residential construction project at 1110 S. Covenanter Dr (http://howardshomeimprovement.com).
We're writing because we're concerned about the addition of gravel this past week to Mr. Howard’s lot, raising it several feet above our property, creating what looks sure to become a pond of run-off water along the eastern edge of our property and causing likely flooding at the southern edge. A marshy meadow that used to collect water on Mr. Howard’s property has been shifted onto our property.
In order to get a sense of the impacts and the city’s review of them, we are hoping to talk with Mr. Howard and a city inspector before further work proceeds. We are also concerned that the property line has not been staked and our property is being used for construction staging, with considerable removal of vegetation and possible spreading of gravel across the property line.
Here is a rough calculation of the drainage runoff from Mr. Howard’s property onto ours:
The raised area is 30’+60’+10’=100' X 12’ = 1200 sq ft (at the side) and 22’ + 12’ = 34’ X 10’ = 340’ sq ft (at the back) = 1540 sq ft (total).
At an average 5” rainfall in May, that would create 4,800 gallons or 640 cu ft of runoff.
Annually, rainfall is about 50” so the runoff would be about 48,000 gallons or 6400 cu ft per year. But with climate change we suspect those amounts are going to increase (rainfall for every month this year has exceeded the norm).

I spoke with two Martha Street residents who mentioned that they are seeing many people taking a short cut through the culvert that runs east-west between Matlock Heights and Lower Cascades. They indicated that following some utilities work, they were expecting workers to install a No Trespassing or Private Property sign to deter such foot traffic, but that no such sign has been installed. Could you follow up and see what might be done at this site? Thanks!
