This email was forwarded to me by Tom Axsom on January 8, 2015. It was forwarded to Tom by Joe VanDeventer: To the Department it may most concern; My wife and I moved to Bloomington last July and have been renting a bungalow on East 2nd Street for the past 6 months. We have been looking for a permanent home and are considering purchasing a particular home at 1929 E. Southdowns. There is one problem; there is an open drainage ditch running the length of the front yard where it meets the road. I assume it is a city easement and is city maintained. I am first and foremost quite concerned about the possibility of children being injured in the ditch, and would welcome the city installing proper pipes and covering the area. I’m also concerned about any liability I might have as homeowner. How might I go about obtaining a letter from the city which states that the city is responsible for maintenance of the ditch and has liability for any injuries that may occur? Thank you. Sewer Problems (Storm Sewers)

We had our basement flood (wet carpet in half the basement) on January 20, 2017 without any previous sign of leakage on that side of the house. The source of the water is unclear, but I'm wondering if the home (built ca. 1973) has a footer drain connected to the storm drain. Kevin Potter is coming out to inspect for structural damage at 2 pm today (1/25/17) The city storm drain was updated within the past two years with the new pipe starting at the down-slope corner of our property. The neighbor two houses up-slope from us discharges a lot of water from his property and had excavation work done near the end of his french drain on the 18th or 19th. Part of this work involved off and onloading a sizeable backhoe in front of our driveway near where the old and new drain pipe would be joined. I'm not sure what work the neighbor had done. In addition to his drainage, the neighbor immediately down slope from us was also draining his pool into the storm drain on what had been a very rainy week. Is it possible to send a city employee out to see whether some combination of these activities has caused the drainage system to fail or otherwise backflow into our house? Thanks!

We continue to have a flooding issue due to yard waste, leaves, seed pods, sand clogging up our street drain. I was up at 2:00 again this morning pulling the street drain that was again completely clogged so our garage did not get flooded. Water was almost to the garage. This has been a problem for many years and it has never been resolved. I have asked many times. MANY Times. I should not have to fear that if I am not home and it rains that there is a good chance we'll get water in our house because of our street drain is poorly designed based on the amount of debris that comes down our street. Would someone please finally address this issue.

A private utility company cut a large hole in my driveway without permission. After removing that portion of my driveway they dug out what appears to be an area 3 feet deep and at least 2-3 feet wide just underneath my driveway. A piece of plywood was placed on top and is not secure. I’m not only afraid that someone will fall I. The hole, but also that an entire portion of my driveway will collapse into the ground. I have attempted to contact the private company (AT&T) and while they have opened a claim, I have yet to hear back from them in regards to this public safety concern and also how they plan to fix my driveway. My home sits on a very busy and trafficked corner in The Highlands. Lots of pets, small children, families walking all day. In addition, I can already see that area has shifted and sunk.

The grate cover of a drain in a parking lot here had fallen into the drain. The drain is located inside an HOA called Madison Park. We got the cover out and reinstalled it, but it is bent and needs to be replaced. Would this be a City responsibility or the responsibility of the HOA? Thank you for your help!

Can't get a photo to upload to uReport. There appears to be a minor water leak coming from under the edge of the asphalt at the corner of Bainbridge and Allendale. Curb has been holding water for a while and there seems to be a small but increasing flow.
