Hello, My bill was paid but my water is still not working?

A leaking water valve related to lawn irrigation system was discovered during inspection of the system. Apparently was leaking for several summer months. It had a slow leak when system was idling but had a significant leak when irrigation was occurring. I am requesting a bill adjustment for at least September and October water and sewer service, though the problem likely started in July. We received a notice on our door that our water usage was higher than usual--"30 gallons per hour used." Could this be from watering our garden about every-other day over the last couple of weeks? Should we be concerned? Since we can't access the meter ourselves, is there a way we could get meter readings over a two- or three-hour period when we're not intentionally using any water?

My water bill for this month is showing twice our normal consumption rate, which I believe is incorrect. We have not changed our usage habits, let alone doubled them.
