Parking on Unimproved Surface

As a patient of dental office near Mother Bears Pizza, we are not able to park in their parking lot due to Mother Bear's employees and customers parking in the lot. The office has towed cars off because people don't pay attention to the 'No Parking' or simply they don't care. Come on, be a little bit more respectful to another business. It's their parking lot....word is that they are going to put up a gate!

I would like to know what code or regulation at INDOT or USDOT allows barriers on the street that are high vis orange to be covered up and camouflaged? These would be the parking places in front of certain restaurants. What liability does the City haven’t allowing this to happen?

New idea/request for City consideration:
Currently all of the city's EV chargers are in paid garages, which contrains their use by city employees, county employees, dimension mill members, and local business employees that already have a paid city parking permit for downtown surface parking. MANY more people would likely use the EV chargers if they didn't have to double-pay (downtown parking pass + parking garage hourly rates) to use the chargers.
Can you create a system that allows employes and patrons with downtown surface parking permits to use the available chargers without paying for their monthly/annual permit, paying for charger use, and also paying for hourly parking to get access to the garaged chargers?
The current system creates a significant disincentive to use the City's daytime-generated solar power for EV charging, as numerous communters that park downtown are not by default paying for garage access (but are already effectively paying for other/surface parking spots).
Thank you for the consideration!

Follow up on #167661: I got this email "Sean Starowitz contacted Sean Starowitz
I received your Ureport. Yes, we are waiting on the weather to warm up to finish the Traffic Boxes. This tends to be a learning curve for new artists and some were not able to get started (or did) before the weather turned.
We have a few finished - 2nd and College and Kirkwood and Adams. The other four are in the works. "
The box at 2nd and College is the one I asked about. It is NOT finished. One wide sign is painted; there is another wide side side and the two narrow sides left to prime and paint. All previous boxes have all 4 sides (and maybe the top) painted. This new box is bigger, but that's no reason to scale down. Thanks.

Today will be a March to ask that the city declare an environmental emergency. I am unable to attend he march but ask that that the city seriously consider its options regarding our communities environmental health. Can you direct me to our work on our environmental issues and how the city is currently or planning to address this. Thank you.

Kmart has been empty for years now and is looking worse and worse. This area needs redeveloped badly. Can the city please get involved to do something with this old big box store. Soon!

Why have we had an empty big box store for years? Kmart. One of the biggest blights and we're letting a land speculator hold it or what? There's so much focus on other areas of the city it's neglectful to keep a giant empty metal warehouse by College Mall instead of putting the area to badly needed good use. Please step it up and put some attention to getting the area occupied and revitalized. Why are there all these meetings about the hospital that isn't even empty yet when we've had this massive empty structure for so long. Help please. Thank you.

Some neighbors on Buttonwood Lane in Spicewood II (a sign is placed on Sare Road) have a coffee, baked goods sale every Sunday in their driveway. This has been going on for over 6 months. Doesn’t the kitchen have to be licensed? A week or 2 seemed ok but this is going on forever. I think a percentage of revenue goes to charity. ??

Are restaurants with parklets allowed to keep non customers off of their tables? Tap says the tables in the street, in the public right of way, are only for their customers. That does not seem right.
