Called to report that parking meter #E5TH200A (on Kirkwood, near the corner of Washington St.) is releasing coins back out but still registering parking minutes.

the stop sign by showplace 11, when approached from the west side street off college mall rd. is hidden behind branches that over hang the tall hedge. The sign needs to be visible before one gets to it. Generally one or two branches are trimmed occasionally. That's not enough.
Overgrown bushes and trees on the property of 604 Swain St are not only obstructing the view of the stop sign at the corner of E University and Swain but also hits car windshields and pedestrians trying to walk along the side of the street which has no sidewalk.
Two houses on Mitchell (between Hunter and 2nd St) have multiple bags of garbage which were not picked up during trash pick up yesterday which have now been strewn all over the street.
There is a problem with enforcement by HAND. Months ago I requested the City stop the trash and garbage coming from 1417 West Habitat Street. It went from Matthew Swinney in HAND, to the City Street Department, to the Director of HAND, to Rosie Beaman of HAND, who told me a decision would be reached last week. This week she does not return my calls. I still have my neighbors trash in my yard. My other neighbor still has trash in his yard. There is still trash on City Property. There are still trash cans left permanently on City property, despite an ordinance against it. HAND has pictures. Besides the unsightly view, there is the attraction for vermin and the health risks. I just want the trash picked up, and the cans moved back on his property, where they belong.
