MR. CAMPBELL IS BEING FLOODED DURING ALMOST EVERY SIGNIFICANT RAIN EVENT. HE BELIEVES, AS DOES TOM MICUDA IN PLANNING, THAT THE DETENTION POND AT THE MEDICAL PARK IS NOT WORKING EFFECTIVELY.
