There is a lot of trash, some of it potentially hazardous (motor oil, parts of appliances) between the Rail Trail and the fence, starting at the marker .5 miles South of Country Club Road. Some of it has clearly been there for years and is partially buried. We were removing garlic mustard and took some of the smaller trash but a truck and a crew of people will be needed to haul it away.
About .5 mile into the rail trail is a large homeless camp (off Country Club) from the entrance. The sites continue to grow & pop up. There are multiple concerns with this. 1. Contamination with the water by litter, human waste, & drug paraphernalia. 2. Affects to wild life through trash & humans inhabiting their homes. 3. Land is affected by litter & drug paraphernalia such as glass pipes & needles. 4. There are safety concerns with children playing in the creek due to human waste & drug paraphernalia being in the water, they could get diseases from contaminated needles or step on glass pipes. 5. This is a dangerous location for the homeless as they are in a flash flood location. It has completely flooded out on 2020 & 2019. 6. Safety concerns with those using the trail or those who live in the neighborhood on the other side. One of our tenants contacted the police for fear of someone being outside of his home in the middle of the night. We have also noticed foot prints being outside the windows when there was snow on the ground. We can send additional photos it needed & have also reported to Rebecca Swift. When hiking the trail, we were passed 4 or 5 times by an individual driving a gas powered open body go-cart. He was doing laps on the trail.
Someone has smeared what looks and smells like dog feces into both of the water spouts on the drinking fountain. I am not carrying sanitizer to clean it or paper to mark it, but it is clearly a public health hazard.
The Rail Trail south of Country Club has some issues. There are large divots/depressions in the trail from the trees that fell in the June storms and the clean up. These depressions are difficult to see on the trail and are big enough and deep enough to be quite jarring on a bicycle. I imagine a runner or walker could get injured stepping into an unexpected hole as well. There are at least 3 or 4 of these depressions on the Rail Trail. Can the city get these leveled out? Please use a filler or fine gravel that matches the trail, not some large gravel sizes as have been done in the past on the Rail Trail repairs that create other issues.
I have observed that a couple of the interpretative signs around City Hall are too high. Most of the signs along the B-Line are about 34" high. But two of them, one next to the Hopewell jar fountain and the other on the B-Line across from the Bloomington Banquet sculpture, are 45" and 43" high respectively. Small children and people in wheelchairs would not be able to read these signs. Those two signs, unlike many of the others, are not mounted in a footer. So it would probably be easy to cut a portion of the pole off and lower them so they are more accessible. I am sure both of these signs are out of compliance with the ADA. Major limbs came down on the rail trail just a few 100 yards south of the Country Club parking lot.
Lights 118 (Rogers and B-Line) and 149 (between Adams and Moravec Way) are not working.
