The lack of shoulders on the roads is a serious problem in Bloomington. I have lived in a number of cities across the US and Bloomington is the first city I've seen that has very few (if any?) shoulders on the roads. This is unbelievably problematic - if someone has car trouble they can't pull off to the side, if you are dropping someone off you can't just pull off to the side, if I receive a phone call I can't pull over, if riding a bicycle you can't ride along the side.... there are a fair number (surely more than is acceptable) of bike and scooter accidents in Bloomington, and this can largely be attributed to lack of shoulders on roads.

Very concerned about a tree on the parkway that is way overgrown and obstructs the view driving as you go around the bend, but also very dangerous for our children who ride bikes and scooter because cars cannot see them as they drive due to this tree. The family has done nothing to their home and will not trim the tree.

I noticed the recent guidelines for scooters don't specifically explain who has the right-of-way on the B-line trail. It's already unclear whether cars are supposed to yield to bike traffic. Some do, some don't, leading to confusion in the entire community. Now the same is applying to electric scooters. I was on a scooter on the B-Line this morning, slowed as I approached 2nd Street, and cars in each direction had also slowed as if they were yielding. I proceeded through the crossing but the westbound car did not in fact yield and nearly hit me (at a very low speed, granted--so I couldn't tell if they didn't see me or were being super aggressive). So when I approached the 4th Street crossing I came to a dead stop, as did the cars on 4th Street, waving me on. TL;DR the right-of-way rules on the B-Line were already unclear and are even more so now with a third major type of trail use. Please create clear signage at every major intersection on the trail that states who has the right-of-way so that both trail users and vehicular traffic understand the rules.

Greetings. I'm aware that the Lime scooters have a barcode with a unique identifier on them. This is akin to a VIN that vehicles have and which Parking Enforcement uses to issues tickets. I imagine the other shared-use motorized scooter company's have unique identifiers on them as well, because how else would the companies keep track of their products? Why then does the City not work with those, essentially, Vehicle Identification Numbers (VIN), to issue citations to then send to the companies? I know the business license states the companies are to require their users to photograph the scooter when done and parked. What is the point of that? Why is this photographic evidence not being used by the scooter companies to then pass down the enforcement to the user since they are supposed to have received proof of them parking correctly? Can someone please speak to this subject matter? I have been confused about the City's stance on why it is so difficult to enforce the rules around parking the scooters. Thank you for your time.

In regards to resolved uReport# 181500: Reply from City: Up until recently, we've been relying on the scooter companies to enforce their users behaviors with illegally parking of the scooters. We have two positions that we are currently hiring for that are funded with fees from the scooter companies that will focus on moving into a system where fines will be issued for improper parking. My reply with two (2) questions: I do not understand Adam Wason's reply in light of what was stated by City Attorney, Mike Rourker, in 2019 (please see below for quote). Additionally, I worked from March 2019 until October 2021 as the main point-of-contact (POC) working with the entities licensed by the City for providing the service and product of motorized scooters, and neither was I informed of any efforts to ticket the companies nor the users of the scooters. Can someone please explain to me what the Standard Operating Procedure (SOP) for holding the licensed entities accountable for the stipulations in the ordinance governing use and management of the scooters was prior to the recent creation and hiring of a new staff position? Also, why were no violations issued and no fines collected in over three years? Thank you for your time. "At its July 31, 2019 meeting, city attorney Mike Rouker told the city council that scooter companies would be fined if their users violated the parking restrictions. Rouker put it this way: “So just to be clear, at the same time, that Bird or Lime or another scooter company may be taking those additional steps against their own users, the city, if this is an issue, will be fining them every single time we see a parking issue.” Rouker continued, “I suppose if the company wants to move very slowly and pay lots and lots of fines to the city, until we’re fed up enough that we either revoke their license or geo-fence an area, that’s a business decision. But I don’t know if it’s a sound business decision.” For an improperly parked scooter, the fine called for in the city’s ordinance runs $30. The fee connected to impoundment is $100, plus $10 per day storage, and another $150 for disposal. As it turns out, the only payments the scooter companies have had to make to the city of Bloomington are the $10,000 annual licensing fees and the 15 cents a ride. The three companies now operating in Bloomington are Lime, Veo, and Bird." Hello, I would like to draw your attention to an issue with item 6 of the e-scooter guidelines on the city website; "6. Park the scooter in a bike rack or in another lawful spot on public property that does not block the right-of-way, limit access for individuals with disabilities, risk damaging private or public property, or jeopardize public safety." E-scooters should not be parked “in a bike rack” as they do not require locking and have their own kick-stand support. When e-scooters are parked inside of bike racks they are blocking access to a vital space for cyclists. Parking e-scooters in bike racks causes the same inconvenience to cyclists as parking e-scooters in the middle of a sidewalk causes to pedestrians. Failing to notice this basic issue feels like the city of Bloomington has forgotten or decided to ignore the needs of cyclists. I ask that the wording in the e-scooter guidelines be changed to ensure that bike racks are reserved for bikes and other vehicles that require locking, and proper notice be given to e-scooter users about this change. Grass is an inappropriate parking location for scooters. Particularly grass, including newly seeded, in front residential yards. After reported concern recently, a Lime rep. came by and said 4021 E. Morningside was not a drop-off or parking location. Twice within the last week of that Lime rep. visit (including this morning) there has been another parked scooter where I am trying to grow grass first thing in the morning. Whether a drop-off by Lime or a Lime user early in the morning parking on my corner, Lime needs to see to it that this stops. If Lime cannot control the parking, the City should or zones be established for Lime riders to park that the app directs riders to. Thank you. I am not opposed to scooters, in fact I appreciate the option, but I am opposed to them damaging my yard without recourse and others similarly situated would feel likewise. A sidewalk is available in front of my home but no extra pavement so the scooter cannot be parked without blocking the sidewalk accessibility for those who need it. This location does not work for scooter parking purposes. Lime, please do better.

Lime scooter driven through yard to destroy new grass seeding. 4021 E Morningside Drive. Parked in front yard of residential home inappropriately. This location needs to NOT be a scooter stop. There is no pavement available without obstructing sidewalk to park. Remove the scooter and no longer allow parking in this yard immediately.
