A few months ago, my 5yr old son and I moved into a house located at 620 West 15th Street in Bloomington, Indiana. The landlord Michael Stone stayed he was in the process of remodeling and investing in the House. It has been apprx four months now and the trash and other hazardous gas/propane has been growing more and more outside the house, behind the house, and along side of the garage {which not only making the house look filthy but also has brought all kinds of bugs inside and out of the house and HUGE living critters such as possums, raccoons, and mice living right under our deck that wraps around a majority of the house. These critters are not only HUGE in size but they also fight with my outdoor cats and are fearless of humans and scare my company and children. I have brought the critters and the bug problem to my landlords attention on numerous times and he is very aware of such issues but refuses to do anything other than continue to add to thee trash and thee rubbish outside of the house. Further more, I have just recently moved into the basement part of the house where the landlord had converted it into a two bedroom/one half bath for more space for me and my children. When I moved down to the basement, the landlord claimed he was in the process of laying carpet down and adding a drop ceiling, however I did not realize how bad of shape the basement truly was in when me and my kids moved from the upstairs bedroom to the basement "apartment". I have been renting in the basement part of the house now for appxly three months now and the landlord has not fixed anything as he stated he would when I moved down there. {example: the whole furnace and water heater is exposed with wires of all sort and kinds, there are several different outlets, wires, pipes, and vents that are outdated and exposed with no covers or any type of coated insulation. Only part of the basement has a drop ceiling that covers small portions of wires, pipes, and light fixtures {most of which area is falling in and a portion of the drop ceiling has actually fallen in on top of my five yr old son } I have brought all of these violations and improper safety issues to the landlord on numerous times since moving in and the landlord continues to ignore any/all of the issues and concerns I have brought to his attention. I wish I could find another place to live but I am disabled and have a very limited income and can not find anything in our price range at the current moment. In December, things were really tight with the Holidays and all and I had to go to thee Trustees office for rental assistance that month; Although, I received a letter from the Trustees office stating they could not help me due to a number or reasons concerning the Landlord and something to do with the HANDS inspection people. I spoke with my landlord in person and showed him thee Letter from the Trustees office and I wanted an explanation and if the landlord had any knowledge of why the Trustees office stated the written reasons why they could not assist with this particular location.. At first, the landlord denied any wrong doing and then he finally admitted to me and my father that he was NOT a licensed Landlord and HANDS (code enforcement or whoever inspects rentals) did NOT in fact, inspect the basement in which he has been renting out to me. The Landlord also stated to me and my father that the upstairs rooms that he has been renting out was supposedly approved by HANDS as only a "one family" house and only adults were approved to live up there (yet he had my kids and I living in one room for a few months before moving us down to the basement) According to the landlord, supposedly only one family house to be rented out only consist of three adults. The landlord was renting out to Me, my kids, and another room mate; all at the same time that the landlord, his girlfriend, and the girlfriends' two children were also using the same bathroom, shower, kitchen, laundry washer/dryer, and the entire house at the same time that the landlord was also renting the upstairs and basement out. NOTE: I have pictures, videos, written complaints, and the landlords' verbal acknowledgment recorded of his scandal and neglectful ways with this house he has been renting out. I am hoping to find a new place to live soon but in the mean time, these are just a few things that this slum lord has done and continuous to do.

This horrible rental company had water flowing out of their house for at least a week. Busted pipes, and they don't take care of their properties. There's already been a bunch of cases of mold in their rentals. I bet you anything these subhumas are going to still try to rent this shithole to some rentals they know they can easily take advantage of.

Old IUCU drive thru lanes at Whitehall Plaza on west 3rd Street.. The building has tarps covering the front and wind damage has town those off and exposed pipes, graffiti, hanging boards, and water damage. This is an eyesore, dangerous and is not safe to walk or drive by... There are swinging boards and I have picked up several boards with nails in them and placed in the flowerbed.

I am writing to report water leaking lead to flooding, mold and mushroom in the Unit 131, 1150 S. Clarizz Blvd., the Monroe. We had water flooding in living room, bathroom, and kitchen since we moved in around 17 August. We reported it. The maintenance came a few time to dry the floor in the first two weeks. The third week, mold and mushroom grew out in the bathroom, living room and kitchen. During that time, HAND happened to inspect the Monroe. The Monroe painted all the molded places and changed the broken air-condiner. But after passing HAND's inspection, they didnot try to fix the root cause of the water leaking and mold. Now, new mold is coming out in my bedroom. So, we believe they only used paint to cover the mold come out. But didnot treat the mold in the war and under the floor. Last time, they treated the mold with big fan which blew the contaminated air from air-conditioner room into the living room and our bed rooms. I got burning nose and lung. I was diagnosed with Rhinitis. Doctor said it is bad for the lung if I am continue to expose to that environment. I have been complaining about the bad ventilation and mold in my room which cause me difficulties of breath and coughing to the Monroe. But they have been very irresponsible. Also there were mold in the air-condioner room and ventilation system. The air blow out from the vent blacked my walls too.

I want to start off by saying this property is in my name, the mobile homes are not but anyway. My husband is living in these conditions and I have concerns for his health as he is very depressed and a diabetic and does not take care of himself very well. The mobile home has no running water in the home nor does he have gas in the home for the heat and stove. The floors are very week in several spots, the bathroom floor has fell through and has a board over the top of a whole and in the rest of the mobile home the floor is so nasty, you have to wear shoes to walk on in there. The tub is sitting on bricks, he has blankets hung up at the front of the hallway to block of the rest of the mobile home so he can contain the heat in the living room where he stays, you can barely walk in there because of everything being in that one room. During the winter time, he puts a blanket up right as you walk in the door again to block the living room off from the kitchen to contain the heat. He has a dog that urinates in the home when he is not there and in the middle of the night. I mean the mobile home is in really bad shape and to me should be condemned.

I am writing as a concerned citizen who frequently drives by a property with multiple mobile homes in severe disrepair. Based on what I’ve seen and a report previously submitted to Bloomington’s UReport system, the conditions of at least one of these trailers are unlivable and pose serious health and safety risks. Most recently, I noticed that the roof of the trailer facing Madison Street has caved in, making it completely uninhabitable. This is in addition to the already hazardous conditions, which include: Lack of Basic Utilities: The trailer has no running water or gas for heating and cooking, making it unsafe, especially in extreme weather. Severe Structural Damage: Floors are dangerously weak, with one section in the bathroom completely collapsed and covered only by a board. The bathtub is resting on bricks, which is unsafe. Unsanitary Conditions: The resident has been forced to confine himself to a single room for warmth, using blankets to block off parts of the trailer. There is also ongoing animal waste inside the home, creating a serious health hazard. Fire and Safety Risks: Makeshift heating methods and extreme clutter increase the risk of fire, endangering not just the resident but also the surrounding community. According to the UReport complaint, the property owner is the resident’s wife, though she does not live there. She has publicly acknowledged these unsafe conditions but has failed to take responsibility for cleaning up the property or ensuring it meets basic health and safety standards. As the legal property owner, she is ultimately responsible for the upkeep of the land and any structures on it, including ensuring they meet health and safety codes. These conditions appear to violate multiple housing and health codes, including: Indiana Code Title 16, Article 41, Chapter 27, which requires property owners to maintain safe and habitable conditions for any mobile homes on their land. (Link) 410 Indiana Administrative Code 6-6, which holds property owners responsible for maintaining safe, sanitary conditions in mobile home communities. (Link) Bloomington’s Unified Development Ordinance (UDO), Title 20, which governs the safety and upkeep of structures on private property within the city, including mobile homes. I am not a legal or city expert, but based on my understanding, these regulations seem to apply to this situation, and I trust the city will review and enforce the appropriate codes. The property owner should be held accountable for the cleanup and remediation of these unsafe conditions. Additionally, I believe the resident may require urgent assistance, and I hope the city can connect him with available resources to address his health and safety concerns. Many of the building have extreme water damage leading to large amounts of mold. Just this weekend a ceiling in an apartment collapsed. The trim on the outside of the building is rotting. Something needs to be done about this place. Because send an inspector who is not best friends with management. They been getting away with this for years.
