The case number for that was #186916 (https://bloomington.in.gov/crm/tickets/view?ticket_id=186916) The response then that the hole is for rain water is nonsensical. If people kept the lids closed, what little rain we get would not enter the dumpster. Also, no other dumpsters in the neighborhood have such holes and an associated rat problem.
