The drainage ditch behind our property and to the east was never properly engineered to handle all the water from rains and multiple neighborhoods.It overflows and leaves properties too wet to mow for weeks as well as the trees standing in the water are dying and falling which is a dangerous situation for the neighborhood. This standing water is a health and safety hazard as a breeding ground for mosquitoes.And it can not be mowed properly .The neighborhood applied for a grant last year but it was denied.It has been dug out a few years ago by the city but without proper method used to apply rock to maintain the ditch open the problem just re occurs with it growing over and does not stay open to handle the water and it floods again .

I am writing to bring attention to an issue I am facing as a new homeowner at 909 W Cardinal Ct, Bloomington, IN. There is a runoff in my backyard that originates from a creek in a nearby park. This runoff significantly affects the usability of my property, as I am unable to extend my backyard or fully maintain the lawn beyond my fenced-in area due to flooding. As the homeowner, I am responsible for cleaning and mowing the area on the other side of the fence, but i cannot access this space due to the water accumulation. I have reviewed the blueprint and property lines (LOT 4), and I do not believe there should be a body of water running through my backyard. I am also aware that my neighbors have previously complained about this issue, and I would like to resolve it so that I can fully enjoy and utilize my entire property. I would greatly appreciate your assistance in addressing this matter, as I am paying a substantial mortgage but am unable to fully access my entire property. Utilities Department sprayed unknown "pre-treat" chemical on storm water rain garden on Allen St. No notice to adjacent property owners was made. No signage. No posting of what was used. When I confronted them they said it was "not bad". Samuel Arthur, Green Infrastructure Crew" was onsite. Please consult other City departments that do NOT treat with chemicals and manage gardens just fine.

New apartments being build with very poor drainage caused new flooding on park square drive at enterence of complex. Never had flooding in the area before and water runs right down new enterence into drain that is being clogged with mud from construction and is not big enough for area. Flooding caused many new potholes on said road.

I live at 3230 S Abby Lane. One one side of my house is a water drain from the culdesac. It has had so much sand and debris is no longer drains down the hill as it should. It overflows and washes out my stairs I have to the trail. I have cleaned it numerous times but I get poison ivy and seen several snakes. Neither are my cup of tea. I think it should be dug out better and a solution found for it to flow down the hill and not over my steps. On the other side of my house there are several trees down on the city property. Trees were removed and just pushed over. Due to the fact I am at the bottom of the hill all of the leaves and sticks run down and clog at the bottom. The water backs up and is washing out my yard. I have more and more holes in my yard where it is washing from underneath and there are more logs exposed that much have been buried under my yard that I now have to mow around. The water and mud flow over the trail and it leaves a terrible mess. I go shovel it off and try to keep the trail clean. Several people have asked if I work for the city because I am always down there trying to clean it up. I am getting old and tired. I would love for the city to push all of the mess to another area so the water will actually drain to the drain hole in the field across the trail as it was meant to do. There has to be a better solution. I am upset I would so hard on my house and both sides are getting washed away.

Our neighbours have hooked pipes to their gutter drainage, and routed all that water under ground and out into our property, causing flooding and erosion. Multiple pipes are visible and at least one is causing a retaining wall to collapse. Please note your website crashes whenever I try to attach a picture.

Not sure this is city or homeowner issue. Pooling water in ROW. This is the downhill side of a driveway and instead of draining it fills up after each rain, since the roadside gutter has been filled in. There are other examples of this in Green Acres. Reporting it in case something can be done.

Follow-up on Report #185258 – Assistance needed, please forward to Ms. Elizabeth Carter. Dear Ms. Carter, Thank you for your prompt response to case #185258. We seek your continued guidance regarding the issue outlined in the initial message. The eroded drainage-way section lies outside our rental property's limits. After discussions with all relevant property owners (1912 E Wexley Rd, 1920 E Wexley Rd and 3020 Stratford Dr), we've concluded that this affected section of the drainage-way, causing flooding, might not be on our properties. This is reinforced by utility bollards adjacent to the eroded zone, demarcated by an extra fence. Suspicions arise from recently installed storm drain pipes on E Wexley, which appear to now funnel excessive water into this drainage-way, exacerbating erosion on both sides and ultimately flooding our properties. We kindly request the City of Bloomington's experts to determine ownership of the eroded section accurately and provide expert advice, ideally from an engineer, on addressing the heightened drainage flow, which is beyond our control. Dear Madam/Sir, We are writing to report an ongoing and hazardous issue concerning the creek that runs behind our properties (3020 S Stratford Dr and 1920 E Wexlex Rd). After moderate to heavy rainfall, the creek's bank becomes overwhelmed by the increased water flow, resulting in flooding of our yards and water surrounding the residence at 3020 Stratford Dr. Our observations indicate that this flooding is primarily caused by erosion along the creek's eastern basin, located on public land 'above' and 'behind' our properties. The severity of the flooding is evident as approximately 2-3 inches of water accumulates around the house, enters the crawl space, and covers utility equipment such as the electric manhole and bollards. The water takes several hours to recede, during which time the electric manhole remains submerged. We have already notified Duke Energy about this issue, given its potential electrical hazards. As new tenants, we have identified this critical problem that was somehow overlooked by previous residents. While we can only attach a single image to this message and all incidents have taken place at night since our move, we are ready and willing to assist your team in identifying the eroded section of the creek bank, provide on-site explanations and further images if needed. We respectfully request your guidance on addressing this matter and your assistance in coordinating with Duke Energy, if required, to urgently resolve this situation.
