This was originally a trouble report left on T&D voice mail on 5/22/14. I visited the site on 5/23 and met with her husband. They have had storm water problems since they moved into the house in 1999. During heavy rain storms, the water flows over the drive and into the garage. They have tried different things and currently have to keep sand bags in front of the garage door but the water still sometimes goes over them.

There's a run off in our back yard the pools up with water whenever it rains and it typically takes days for the water to subside. We have deer and ducks that often stop by to take a dip in our back yard :-) This standing water concerns me for mosquitos and others pests. Additionally, the sitting water has started to erode the dirt around the concrete to the point to where I can no longer mow around the area. To the best of my knowledge this is not our property and I wonder if the city maintains these run offs. Is this something that the city can take care of? Thank you for your time.

Dear Madam/Sir, We are writing to report an ongoing and hazardous issue concerning the creek that runs behind our properties (3020 S Stratford Dr and 1920 E Wexlex Rd). After moderate to heavy rainfall, the creek's bank becomes overwhelmed by the increased water flow, resulting in flooding of our yards and water surrounding the residence at 3020 Stratford Dr. Our observations indicate that this flooding is primarily caused by erosion along the creek's eastern basin, located on public land 'above' and 'behind' our properties. The severity of the flooding is evident as approximately 2-3 inches of water accumulates around the house, enters the crawl space, and covers utility equipment such as the electric manhole and bollards. The water takes several hours to recede, during which time the electric manhole remains submerged. We have already notified Duke Energy about this issue, given its potential electrical hazards. As new tenants, we have identified this critical problem that was somehow overlooked by previous residents. While we can only attach a single image to this message and all incidents have taken place at night since our move, we are ready and willing to assist your team in identifying the eroded section of the creek bank, provide on-site explanations and further images if needed. We respectfully request your guidance on addressing this matter and your assistance in coordinating with Duke Energy, if required, to urgently resolve this situation. Follow-up on Report #185258 – Assistance needed, please forward to Ms. Elizabeth Carter. Dear Ms. Carter, Thank you for your prompt response to case #185258. We seek your continued guidance regarding the issue outlined in the initial message. The eroded drainage-way section lies outside our rental property's limits. After discussions with all relevant property owners (1912 E Wexley Rd, 1920 E Wexley Rd and 3020 Stratford Dr), we've concluded that this affected section of the drainage-way, causing flooding, might not be on our properties. This is reinforced by utility bollards adjacent to the eroded zone, demarcated by an extra fence. Suspicions arise from recently installed storm drain pipes on E Wexley, which appear to now funnel excessive water into this drainage-way, exacerbating erosion on both sides and ultimately flooding our properties. We kindly request the City of Bloomington's experts to determine ownership of the eroded section accurately and provide expert advice, ideally from an engineer, on addressing the heightened drainage flow, which is beyond our control. I received an email from Ms. Henderson stating the following: "Hi Jane. I want to post you on the condition of the storm water drain beehive in the City's drainage easement within the Brigs Bend cul de sac in Hyde Park. Specifically, I want to bring to your attention to the erosion around the beehive at the northeast corner of the two lots you looked at last year (2712 Olcott and 2737 E. Brigs Bend). On September 10, we had another heavy rain that created a flash flood in our back yard, flooding nearly up to our deck and again flooding Ginny Field’s storage unit under the house (the debris line on her door was just below the 25" mark, the highest level we’ve seen the water rise to). As you can see from the attached photos, the ground around the beehive is cratering as a result of the water erosion. This area is of increasing concern with regard to the potential hazard it presents to children, landscapers, and others who go near. Would you be able to take a look at it and advise? Also, could you please take a look at two small but growing holes (and a third depressed area that seems to be sinking) in the south corner of our lots near the tall, narrow green cable box. We are concerned that the this may be indicative of soil washing out along the storm water drain line. Again, your advice is appreciated."

There are no sewer drains for rain water. It all pools around my yard every time it rains. The road is worn down from trucks so the water just stays there for days eating away at my yard. I even see there's a line item on my water bill where I pay for run off water...why am I paying for it to just flood my yard? I've written about this once before because I also think a curb around my property would also help the problem.

We have lived here for nearly 40 years and the creek water has never looked this bad. Yes, after a heavy rain, it is cloudy, but it hasn't rained for over a week. The water looks very dirty and there is a bad smell, as well. Not sure if this is the department to inform. If not please pass this along. Children play in the creek and there seems to be some type of runoff or other issue that is making the water look bad. Thanks

Storm drainage culvert on East side of Binford Elementary is continually flowing clear water even during dry summer times. It is flooding the front yard of 648 Woodscrest downstream. just started this summer. We thought it was runoff from the school AC units but now that weather has cooled, it is still flowing. Concerned there is a broken pipe under the school or nearby that is flowing continually into this storm drain under the school.
