FITZGERALD'S PROPERTY; THEREFORE, MR. BLACKWELL WATERED HIS LAWN EXTENSIVELY. MR. FITZGERALD IS REQUESTING THAT HIS SEWER BILL BE REDUCED TO THE AMOUNT OF THE SUMMER MONTHS. MR. BLACKWELL ASKED THAT THIS REQUEST BE PRESENTED TO THE UTILITIES SERVICE BOARD.

She states that neither her nor her husband received any notification that they had to register with the COB, until HAND notified them this summer, stating that you had to register to rent.
