The BMCMPO received the following message/question from Mr. Sam Melchior (dsamuelm375@gmail.com) who asked the following: "Hi, I was wondering if there is any consideration of geo fencing the IU campus and downtown to control the dangerous use of e scooters. They are terribly dangerous and do not provide the safe eco friendly transportation advertised. Sam, a concerned citizen " We would ask that someone respond to Mr. Melchior regarding the geofencing of scooters within the City of Bloomington. I was employed for two weeks moving scooters from sidewalks and parking spots. I am being refused to get paid for the amount of time that I worked. What do I need to do to receive my paycheck? Thank you for your help.

I have contacted the city of Bloomington and Indiana University concerning electric scooters and bikes predominately used by IU students. The scooters especially are extremely dangerous as and a hazard to all other forms of transportation including pedestrians. There is also one specific e bike which is privately owned and used by a driver in all black clothing usually while riding in the Bloomington Rail Trail at least going 30 mph or more. To get rider has no regard for others and risks harm to many elderly, children and families who use the trail. This person should not be allowed on the trail. I have been to several other communities who have restricted use of these hazardous vehicles through the use of geo-fencing, security and other methods. We need to get rid of those electric public scooters. I am a big advocate for public transportation, but it is clear that the infrastructure of Bloomington is not meant to handle anything other than cars, foot traffic, or occasionally bicycles. The use of public electric scooters constantly poses a risk to pedestrians walking, or vehicles in motion. As a walker I have nearly been hit by one of these multiple times, and as a driver these things are such a liability due to their speed and the fact that most people who use them do not follow the rules, they just zip around. Last year a young man died on one of those scooters. This year another is injured. This is becoming a public safety emergency, so please for the sake of the bodily health of the citizens, ban these scooters.

I am a student at Indiana University. The electronic scooters have been insanely helpful to navigating the campus when busses are full or running late. I appreciate the no-parking zones, as they help keep the sidewalks freer of the scooters and allow for accessibile use. My issue currently is that there are official IU Campus buildings registered as no-parking zones. In particular, the Arts Annex building on 12th and Woodlawn. I am asking for the city of Bloomington to work with IU officials on clearly labeling campus buildings where scooter parking zones should be present. Then, the city of Bloomington takes that info to the electronic scooter companies to update their apps and services.
