There's an open storm drain that consistently becomes clogged and gets backed up when it rains, causing the water to spill over the road and flood our side yard

The public storm sewer on the side of my house is very much overgrown. The ragweed (which I'm allergic to) is at least 4 feet high. The ditch probably needs to be cleared and widened as well. I reported the widening and talked with city about this almost 2 years ago. We have frequent flooding problems in our back yard.
We had a massive overflow of the drainage ditch next to our house after tonight's (2/20) storm. There must be some blockage at the end of the drain because water poured out of the ditch and basically covered our half of our backyard. The ditch either needs to be dug deeper and/or it needs to be cleared of debris in order to assure adequate drainage. We have photos for visual evidence but were unable to upload them through this website. Thank you for your attention to the matter.

Storm drain collapsed on bridge over Jordan river on northbound side. Right in front of IU bus stop and driving buses over it seems unsafe.
Sidewalks, drainage grates and side-paths are covered in leaves, twigs, tree debris, limbs, rocks. Some drainage grates are almost completely blocked with debris. This problem is from the roundabout West to the fly-over to Vernal Pike.
There are three water drains in the road on Pickwick, just east of the corner. They are all far below the new road surface. Please have someone come take a look. Think what it would be like to ride across them on a bike or scooter at speed after taking the long downhill leading to them. I don't know if they can be fixed now that the work is done. But please, please don't ever do this on any other roads.
The pavement is caving in on both sides of the storm inlet. ground under pavement washing away.
There is a drain line that is broken that needs fixed. If you fill in the hole the pipe will get clogged if not repaired first.
