Blocked Street

Good Morning, Today, right around 8:15 give or take a couple of minutes I was attempting to park in the Poplars Garage on 6th st. I came up Grant from 3rd St and turned right. There was no signage displayed stating that the road was closed, no sign out saying be prepared to stop, though I did see a sign peaking out from behind some equipment, but it was not set out and not visible. There was a concrete mixer in the middle of the road, but before I could try to turn around more cars pulled in behind me because that's when the majority of people arrive and this garage is very busy. I waited and waited. No one said anything, a guy waved a finger at me indicating it would be a minute, but we all sat there for over 15 minutes, unable to find an alternative parking spot, unable to do anything at all. Now, I have to stay late to try and make up the lost time, all because of this road being blocked. If I had known it was closed, if proper signage had been displayed, I would have driven to another parking area. I am incredibly frustrated. There were at least a dozen cars that pulled in to the garage behind me that I saw as I parked, so I know the street must have been backed up as well, possibly in multiple directions. I have absolutely no doubt that there were several people just like me who know have to make up lost time because they were unable to get to work to clock in even though they were a matter of feet from their destination. I would greatly appreciate it if you would express to this crew, that if they are going to block the road, signage should be displayed at that 4 way stop so that cars don't get stuck trying to access an inaccessible parking garage. And they should avoid blocking that area at all between 8-9AM and 4-5 if at all possible. I've spoken with many people who have had a similar experience. Everyone is trying to be patient, but this is getting ridiculous. Thank you for taking the time to read my complaint. -Holly

Traffic Signals

The new pedestrian crossing light on SR45/10th street east near Tamarron and University Elementary School is malfunctioning. It seems to be triggering itself ever 30 seconds or so in the morning at least. This is causing a long line of cars to backup and block Russell Road. I've included a Google traffic view so you can see the problem.

Temporary Signage w/o permit

I see signs like this all over town: hiring nurses, Student Painters, buying houses, matrasses for sale, etc. If you tell me that signs like this are legal, then I will shut up. Also, opposite the exit for Menard's on Liberty Drive, there is a whole forest of signs with services being offered. This particular sign for S.O. Industries is on the corner of High Street and E Second, but there are more of them on the east side.

I sent this on February 20th, and haven't heard from anyone.  Previous case: #166355 We are writing to you again because of two more accidents at this same corner (14th Street and Walnut Street).  Danna Workman was assigned to this on October 13, 2018, then she assigned it to Adam Wason, who then assigned it to Terri Porter; however, we have been reporting this problem corner to the City for many years.  On February 5, 2018 we heard from Andrew Cibor, Transportation and Traffic Engineer, who encouraged us to submit comments via a mapping tool.  We submitted our comments on February 6, 2018, but as of yet have heard nothing. On December 20, 2018 we wrote to you asking for a few traffic signs from 2nd Street to 17th Street on the Walnut corridor, but nothing has been done, and we have not received a response. One of the last accidents hit our landscaped flower bed and took out our irrigation as well as our treated landscape wood to hold in the mulch and flowers.  We had to replace the landscape wood, but will have to wait until Spring to replace the irrigation system there. The other recent accident (February 16, 2019) took out another irrigation head, but worst yet, it took down the very large City street light with a light attached to it for our parking lot, which we pay Duke Energy for every month. You have told us in years past that you are not seeing that many accidents reported to the City; however, if only one car is involved or even two, many times it goes unreported, and they fix their cars themselves, but our damage is left for us to repair. Last year, you did install white posts on the west side of Walnut along with pedestrian lines on the street.  However, that has done nothing to slow the traffic or stop accidents.  I saw two young people on scooters yesterday trying to cross at that corner, and I was concerned for their safety, as the cars were speeding by without stopping for the pedestrians. It was reported in the newspaper this morning that Mayor Hamilton is spending quite a lot of money to assess the trees in Bloomington.  And, while that maybe needed, I feel the safety of the residents of Bloomington and their guests is needed more. The new ped x-walk near Smith Rd and Hwy 45 seems to go off when no one is around. also, from clear to blinking red means about to turn red. but once red, it then goes to blinking red. what does that mean? can i do then, or do i need to wait until the blinking stops. signage is unclear on the meaning of the signals.
