Financial Transparency Portal - Our first participatory budgeting process will be a youth participatory budgeting initiative scheduled to launch in 2019.
Define, Measure, and Publish Metrics
BClear open data portal has gone from zero data sets published in 2016 to 156 data sets published by the end of 2018. The initial effort is to provide the data. Follow-up phases will make the data visual and add metrics to indicate progress toward a goal where applicable.

Research into this option revealed that the time to coordinate, manage, and maintain input from the variety of sources would not justify the value. There are many other entities including WFIU, and visitbloomington.com who do something like this currently are better suited to own this effort.
