CDBG Application Information

The City of Bloomington is an entitlement community which receives an annual allocation of Community Development Block Grant and HOME Investment Partnership funds. Community Development Block Grant (CDBG) funds are allocated on an annual basis in January. Applications for those funds are available in the fall. HOME applications are accepted on an ongoing basis. Those applications are for HOUSING projects only.

CDBG funds are allocated annually by the Citizens Advisory Committee (CAC). Allocation recommendations are made by the CAC in January and finalized by the City Council in February or March. Please email or send your questions to HAND, P.O. Box 100, Bloomington, IN 47402.

2024 CDBG Application Information:

• A required Letter of Intent is due October 2, 2023 by 4:00 PM. Applications for Physical Improvement or Social Service funding will only be accepted from applicants that submitted a timely Letter of Intent. Click here for instructions.
• A CDBG informational and application meeting (mandatory for first-time applicants) is being held October 10, 2023 at 10:00 A.M. via Zoom can be attended.
